Spill Prevention, Control and Countermeasure (SPCC) Plan Development and Implementation Assistance

Facilities with combined oil storage capacity greater than 1,320 gallons (greater than 55 gallon containers), underground storage capacity greater than 42,000 gallons with a reasonable expectation that a spill would discharge into Waters of the U.S. are covered by the SPCC Rule (40 CFR 112) and require an SPCC Plan to address all spill prevention, control and countermeasures necessary including regular preventative maintenance and inspection programs. Many factors determine the type and requirements of a Plan including facility industry type, size, product stored/transferred, storage capacity, geographic location and adjacent receptors.

Licensed Underground Storage Tank (UST) Decommissioning (Removal or Abandonment-in-Place)

Decommissioning a UST, whether removing or abandoning in place, require permits in Illinois and must follow a specific procedure to ensure safety while work is going on and to determine if soil contamination has occurred. Illinois Environmental Group is licensed through the Office of the State Fire Marshal (OFSM) to decommission USTs.

Leaking underground storage tanks are a significant source of contamination and may pose threats such as fire and explosion, inhalation of dangerous vapors or contamination of soil and groundwater, drinking water or natural streams, rivers and lakes. Reporting, incident management, cleanup and remediation involves careful planning and execution including coordination with multiple regulatory agencies.

The SPCC Rule (40 CFR Part 112) requires development and implementation of a regular inspection program not only to look for leaks and spills but also as a preventative measure to ensure Best Practices for tank and containment systems along with associated detection and alarm systems are in proper working order. IEG provides over 10 years of experience inspecting bulk storage tanks and containment systems and can conduct required inspections and assist with development of regular inspection programs as well as provide inspection training for employees or general Spill Prevention, Control and Countermeasure awareness training for employees who regularly work near bulk storage systems.

STI SP001 Certified AST Integrity Testing

Steel Tank Institute SP001 certified specialists qualified to perform formal integrity testing required by the SPCC Rule and its reference to Industry Standards to determine suitability for continued use. The type of integrity testing required depends on tank construction, age and installation orientation and can be as simple as a visual inspection or require nondestructive testing to determine shell thickness and integrity including methods such as liquid penetrant (visible and fluorescent, radiography (x-ray), ultrasonic flaw detection, ultrasonic thickness, eddy current, magnetic particle methods (wet/dry)

  • STI SP001 applies to tanks with the following characteristics:- Shop built vertical or horizontal, single or double walled (75,000 gallon or less)

    – Concrete exterior

  • Small field erected tanks (<50’ high, <30’ diam, shell thickness <0.5”)
  • Portable containers
